Is this sentence correct: "the watchful rebels of the President's decree remain alert toward the government's future retaliations."?

Meaning: People who are rebelling against the President's decree.

OK, "rebels of X" is not a correct way of saying people rebelling against X.

The rebels opposed to the President's decree remain alert toward the government's future retaliations.

I did have some doubts about "toward the government's future retaliations" too, but on balance I think it's acceptable.
