... reason is believed to be that ...

Hi teachers,

One reason is the belief that nothing will ever help, and reaching out for help would be useless anyway. (Souce: http://mcaf.ee/igaop)

There is some concern that immigration contributes to a larger current account deficit in a net borrowing country like Australia. The reason is believed to be that the immigrants on balance have a lower net saving than those born in the country. (Souce: http://alturl.com/4hhnk)

Do "... reason is the belief that ..." and "... reason is believed to be that ..." mean the same thing?
