It's informal, but it's natural (to some).

What Philip is suggesting is that you need to be careful about using the expression someone/something sucks. It's commonly said, but there are plenty of people who consider it vulgar because it has a sexual connotation.

There's nothing in the context to warrant the use of the emphatic did turn. I'd say she turned a blind eye ...
