Reading about the olympics

I came across these sentences reading about the olympics.
I had questions

Can you use "up to par" when talking about shooting?

1 There shooting wasn't up to par which is why they lost against their opponents.

Some changes need to be made. I don't know where to start.

2 There is no way you can judge who's best they way the judges judge taekwando at the olympics. The first person to touch the opponents vest gets a point. You can't judge taekwando like that.

Which is correct please?
3 In pole vaulting, the crossbar is raised by a minimum interval of 5 cm at a time.
In pole vaulting, the crossbar will be raised at/by minimum intervals of 5 cm at a time.

Is this natural?

4 He is lucky enough to be part of the olympic team not having yet played professionally.
