Re the structure, "you should bet" is the main clause.

The "that" clause tells what you should bet on.

The first "so" means "therefore."

"so long as you bet on China" = since you're going to bet on China (put your efforts into doing business there)

"over the short to medium-term" is just bull. It's an investment prediction, telling what he thinks will happen in the near future.
It seems like a foolish remark, because he's also saying that this is just the beginning.

I understand the meaning of his remark to be that the new Chinese middle class consumers definitely want quality stuff, and would be a good market for the expensive wines these guys sell.
He expects this trend to grow exponentially.
