Read this on a newspaper

Read this on a newspaper:

"Reducing supply of drugs while driving up demand makes the business of drugs highly lucrative, if dangerous."

Does the author mean reducing supply of drugs might not be dangerous? Just want to clarify the meaning/function of "if" here.
