The European Commission is pressing ahead with anti-dumping tariffs on leather shoes from China and Vietnam.

The Commission backed EU trade commissioner Peter Mandelson's call for 10% to be added to Vietnamese footwear and 16.5% on shoes from China.

Temporary tariffs expire in October, and EU members now have a month to decide whether to back the new move.

Nations with thriving shoe industries back the measures, but others say they will mean price rises for consumers.

A spokesperson for Mr Mandelson said it was now up to EU states to debate their views among themselves.

"It is not first and foremost the Commission's role to seek a political balance but to reflect the facts as required by EU law," Mr Mandelson said in a statement.

Cut-price imports

The European Commission is maintaining its support for Mr Mandelson's plan despite the fact that 14 of the 25 EU member states voted against it earlier this month.

Mr Mandelson's spokesman, Peter Power, said the earlier decision would "not necessarily be reflected by the decision the ministers take in the course of September".

Initially, the Commission had suggested introducing a quota system. It would have allowed 140 million pairs of shoes from China and 95 million from Vietnam to be imported into the EU duty-free.

Additional imports would have attracted duties of up to 29.5%. But this idea was rejected by a committee of the EU's member states.

The argument in favour of tariffs on shoes from Vietnam and China came after the EU's executive found "disguised subsidies and unfair state intervention" regarding leather footwear from China and Vietnam.

Mr Mandelson had previously said tariffs were needed to counter the damage that cut-price shoe imports were having on EU-made shoes.
