Reach and approach

In the event that the country responds to the outstanding debts reluctantly, it will for sure ________to inflation.
(A) reach
(B) approach
(C) lead
(D) apply

answer: (C)

why the choices (A) and (B) couldn't be posible answers? Both verbs could be used with the preposition-'to' and it seems to me that both verbs sound OK in their meanings to complete the sentence...
