Is this, PAST PERFECT CONTINUOUS or, PRESENT PERFECT CONTINUOUS?

This is a present perfect passive construction, much like "he has been promoted to a store manager recently". But some would consider verbs like "married, interested, tired and pleased etc.." a particple adjective. A present perfect continuous will be something like "I have been thinking about you"
