The intention might have been something like this:

"Investments" means jobs, i.e., The practice of making investments will lead to the creation of jobs, or If we make investments, we will create jobs.

It's like saying "Bachelors" means unmarried men. In these kinds of sentences the subject should be in quotes because the reference is not to the thing itself
