when we say that language is a " symbolic" and "open" means of commuication , what does this mean? are some language better than others? how does language differ from sign?

Why not venture an opinion of your own to get the discussion started? It sounds like it could be interesting, but probably most of us don't know enough about it to comment before we understand a little more about what you are talking about. It sounds more like linguistics than grammar, and we're more used to grammar on this site!
