Re-form or reform?

Is there a difference between 'reform' or 're-form' or are they interchangeable? If they are different, which word should I use in these sentence examples?

1. The nomads "re-formed/reformed" and swarmed around the rear of Tol’s formation, but were unable to break the Ergothians’ line.

2. Dalamar was given the difficult duty of "reforming/re-forming" the Orders of High Sorcery, which had disbanded twenty years earlier, a responsibility he nevertheless readily accepted.
