I'm not sure of the origin, but it simply refers to the rate of speed -- the pace. "A fast clip" is an expression which has been around as long as I have.

He can still run at a pretty good clip! It's casual -- probably classified as an idiom.

Being precise means exact and to the point, giving much detail about something

If I may **** in, I don't believe that rpsh necessarily intended "particular" as a pejorative.
(In particular as opposed to in general)
I believe a common meaning is possible.
