Ranging

Opiates cover a huge variety of drugs, ranging from legal drugs such as fentanyl, codeine, and morphine to illegal drugs such as heroin and opium.

I read the above while reading an article about the Opiates for my CPD (Continue Professional Development).

Is "ranging from...opium" a non finite clause functioning adjectivally and modifying the subject "Opiates"?

I was not sure if it modifies whether "drugs" or "opiates"?
