Ran vs. Run in Simple Past

Hi everyone,

I know that run, ran, run trick with the simple present, simple past, and past perfect, but I'm having trouble determining what is past perfect and simple past.

The past perfect uses 'had,' but why does, for example, this have to use the past perfect?
"The world was run by idiots"

I'm trying to come up with cases where ran can by used properly in the same context, but I'm not sure what is correct. The simple past in where an event has already taken place and is completed, so why is this incorrect? "In a world ran by idiots..."
