Can I say,

He ran last in the race.

I've heard, "The horse ran last," but there's usually some context preceding it. I haven't heard specifically, "He ran last in the race."

I've heard, "He finished last in the race," and "He came in last in the race."

My thought is that "He ran last" is a horse racing expression which means "he finished last."
