Does, this "She ran him a hot bath." mean that she filled the bath with hot water, or she actually did something more to him, for example, she bathed him, etc.?

No. It's taken literally even though it stretches the meaning of the verb 'run'. To make hot water run so as to provide hot water for a bath.
