How could the passenger possibly have crawled onto the place without a ramp?

Large planes connect directly to the terminal through a jetway, a rolling, enclosed corridor that attaches to the plane's doorway. There would have been no problem with such a plane. But this was a commuter flight on a small plane. Passengers approach the plane on the tarmac, i.e, at ground level, and the airline has a rolling ramp (like the one in the picture you posted) or a rolling stairway

But then, in all likelihood, the plane waited for an hour or two on the tarmac before being given permission to take off.
