raise/increase/grow up

Hi everyone, In a multiple choice test, there is a sentence:

"In 1918, the school leaving age was increased to 14, and in 1973 it was raised again to 16."

The question is: What does "raised" mean?
a) grew up
b) increased
c) continued

The answer in the teacher's book is a) grew up

Can anyone explain why? They use "increased" in the first part of the sentence, and the second one has the same meaning.
Besides, the passive is used: "was raised".


Would "increased" be a wrong choice here?
