Raised to the ground

Hello,

I'm watching a documentary movie called "After Hitler" and the narrator just said:


Hundreds of thousands of buildings have been raised to the ground.


How is it that something can be "raised" to the ground? Is the meaning the same as "level to the ground" ?

it is not raised but razed which means to destroy a building like in war or if it is an old building it would be razed to the ground
