The form of the swine flu has changed and many doctors have raised concerns about its further outbreak.

Is it right to understand "raised concerns about" in the above as "showed concerns for?" Thanks.

No. To raise concerns is to state those things that you believe could become problems. To show concern (singular) is a different expression. It is to demonstrate that you are worried about someone's well-being.
