Raised by

Hi,

There is a device which has a frequency of rotation of 100 rpm. An external event causes it to increase, and the text says that it "is raised by 3.4". OK, but what does it mean? What is the new frequency? Is it obtained by adding 3.4 to 100 (100 + 3.14 = 103.14 rpm) or by multiplying 100 and 3.4 (100 * 3.14 = 314 rpm)?

Thanks
