Raise The Prospects

http://www.nytimes.com/1988/03/05/business/futures-options-precious-metal-prices-leap-crude-oil-rises-on-rumors.html

"The Labor Department reported that the nation's unemployment rate dropped to 5.6 percent in February, stirring optimism about a healthier economy. That outlook, in turn, raised the prospects of higher inflation. Gold is traditionally seen as a good investment to hedge against inflation."

I came up with two readings of the highlighted part:

a. drew attention to the possibility of higher inflation.
b. increased the numerical probability of higher inflation.

Which one is more likely correct?
