Raise bills

Can someone please advise what the phrase "raise (the) bills" means?

A phrase, or rather a clause, in a document reads: "To make measurements of the work done from time to time and raise the bills, if any."

Thank you!

I need more context. Why, for instance, 'if any'? Wouldn't a bill (= invoice) be produced for any work done?

  • From what you have given us, 'raise the bills' could mean 'increase the invoice totals' or possibly 'draw up / create the invoices'.
