Ragged & rag

Hello, teachers!
Would you help me with this, please?

- Clutching a ragged/rag doll in one hand, a poor girl was walking down the street weeping.

In this sentence, I think both 'ragged' and 'rag' are acceptable but the meanings are different. Am I right?
