'raffle' vs 'lottery'

Hi,

Are these terms fully interchangeable?
e.g. are "church raffle" and "church lottery" both fine ....and mean exactly the same thing?

Or maybe one of these terms is "more general" than the other?

The process is the same. In my mind, a lottery is more 'commercial'.

You would never hear the word "lottery" paired with the word "church."

He perhaps should have said that nobody would ever use "church lottery" in the United States unless they were deliberately trying to be derogatory.
