Radio on low?

He had the radio on low.

I don't understand how this sentence could be about low level or position. I can only understand this as the radio was on with volume turned down. Can it be said that something is placed on low? Does this sentence mean he moved the radio from a higher shelf to a lower one?

low has a lot of meanings. A low sound is a sound that is not loud. We commonly just say eg I put the radio on low.
