Racial discrimination

Is there any country where racial discrimination does not exist? Only the extent to discriminate is different, I think everyone unconsciously and consciously discriminate by race. Most people think that ignoring of some race for no reason is discrimination. But I think that a sense of compassion to specific race is also a kind of racial discrimination.
