Race and nationality

Mr Teo has the following documents in Singapore :

1) an ID card that identifies his race is "Chinese"

2) a passport that identifies his nationality is "Singapore Citizen"

Can Mr Teo be described as a "Singaporean-Chinese" or "Chinese-Singaporean"? Emotion: thinking
