"...will..." and "...would..." in the same article about the same thing.

ALL students learning to become teachers will be required to study spelling and grammar and how to control classroom behaviour.

The NSW Minister for Education, John Della Bosca, will today release the new teacher standards, which will be compulsory in all universities across the state from 2009 and the first of their kind in Australia.

would also be required to study multiculturalism and be able to respond to pupils from different cultures and languages.

Hi all,

Could you please tell me why 'will' is used at the beginning of the article whereas 'would' is used later on in the same article talking about the same thing?
I have already read a few threads concerning 'would' and 'will' and I have come to a conclusion that it has nothing to do with politeness. However, I am not sure if it has to do with hypothetical situations as it doesn't seem to have the if-clause.
