Yes, that's correct.

Many native speakers would say "Who do I contact?", though, especially in ordinary conversation. ("Whom" is avoided by many people, perhaps because it can sound a little formal.)

It has been my understanding that "whom" is only used with a preposition, and
"who" without one.

An easy rule of thumb that works for me:

If the answer is "he" or "she", then the question will be "who".

If the answer is "him" or her", then question will be "whom".
