"Who likes Tom?" Is the question "Mary." correct?

I have a doubt about the proper response of the following qusetion:

Who likes Tom? (The answer is Mary.)

Is it proper to reply with simply "Mary." instead of "Mary does."?

Another similar question:

Who can speak English? (The answer is Mary.)

Is it proper to reply with simply "Mary." instead of "Mary can."?

What's your suggestion? Thanks for your help.

If these are answers in an exercise, the requirement is probably to write a complete sentence, ie "Who likes Tom? Mary likes Tom". Just the name of the person is never correct.
