"Who is this?" about a group of people

The book " Longman English Grammar" says that "these" and "those" referring to people are followed by a (plural) noun:

ex. Who are these people?

If we can't say "Who are these?", can we ask "Who is this?" about a group of people?

You can say "who is this charming woman pronoun, ehh?Wooow." and whistle.

It's generally not Ok to refer to a group of people with 'who is this?' people usually respond to the question with 'who...' and point to the picture not knowing who you are referring to.

But 'who are these people?' is more appropriate to the context.
