Whereas recognition of the inherent dignity and of the equal and inalienable rights of all members of the human family is the foundation of freedom, justice and peace in the world,

What does the word 'whereas' mean here? I have already consulted my dictionary but I still don't understand what it does and why we need it here.

PBF -- "Whereas" is somewhat outmoded legal language that doesn't have a deep meaning other than something like, "since" or "it is given that."
