"...when they are being produced"

Hi all,

This is the entry for 'quality control' in my dictionary. I was wonder what exactly was meant by 'being produced'. Does it mean that they check the goods while they are in the production line? What if it read '...when they are produced...' or '...while they are being produced'?

quality control noun [C or U]
the process of looking at goods when they are being produced to make certain that all the goods are of the intended standard

What if I wanted to say that goods are only being checked after they have been produced? How should I say that? Does '...when they are produced' do the job?
