"We did all we CAN"

In the sixth paragraph of the front page article We Are Doing All We Can in the Arab News Newspaper http://www.arabnews.com/?page=6§ion=0&article=102518&d=17&m=10&y=2007 :

was this qoute by the Libya's top oil official “OPEC did all that it can."

That is what he said and it sounds incorrect since the past of can is could. So he should have said:

Opec did all that it could.

Am I correct?
