"v" sound

I heard that when you are making the "v" sound, you shouldn't/mustn't blow any air out, unlike its counterpart the "f" sound. Is it true?

I think you don't blow the air out but still you must let some air out or you can't get the buzz effect to produce the 'vvvvvvvveee' sound right?
