"vote with their feet"

i found the expression totally context dependent.
sometimes it means "they show their disapproval by leaving a place".
sometimes it means "they show their approval by coming to a place or some other actions."
is my observation correct?

I don't know where the phrase came from, but Tiebout's model (1956) did mention how "people vote with their feet, choosing the local government that provides the best combination of taxes and local public goods." Source: Urban Economics/O'Sullivan
