"used to" and what it implies

Do you find the following sentence jarring? Would you consider this usage part of educated speech?

"I used to and still hate my brother, thanks to mom and dad."

It is correct, but I think I'd clean it up a little by simply saying: I have always hat

I don't like it at all. "I've always hated my brother" is better.
