As a general rule, think of them as used in affirmative or negative sentences.

I think so, too. I don't think so, either.

I'm not sure what the part "A is A" is supposed to mean, but aside from that, I would say that neither too nor either is appropriate here. They seem strange in a question about anybody.

I think you want: Does anybody else think A is A?
