"The following" as an adjective/subject....plural or singular?

I would like to know the grammatical rule for using "the following":

Should the verb that comes after "the following" always be singular, or can it be plural, depending on what "the following" is referring to?

Ex)

The following is triggered:

- A red caution

- A green warning.

OR

The following are triggered:

- A red caution

- A green warning.
