"That's Tom,isn't he? " Is it correct?

I have a fill-in-the-blank question here:

That's Tom,____?

The answer given in my book is "isn't it". I want to know if the answer can be replaced by "isn't he". What are your opinions? I really need someone who can tell me. Thanks.

The tag question is based on the original sentence.

He's the mayor, isn't he? -- That would be a correct use of the tag "isn't he."
