"THAT" versus "WHO" or "WHOM"

Which is correct? and why? I know which I think is correct but cannot defend.

The stakeholders that shall be involved are listed.

The stakeholders who shall be involved are listed.

The stakeholders whom shall be involved are listed.

"whom" is definitely out; it's the form of a (relative pronoun) complement, and here it's the subject. I guess "that" can be argued about. "Who" is correct.
