"that" Jack the arsonist

1) "Do you really believe that Jack is the arsonist?"
2) "Do you really believe Jack is the arsonist?"

It seems you can often take "that" out of a sentence and it does just as well. What is the rule about the use of "that"? Which one of the above sentences is correct?

That's pretty much the rule. Both sentences are correct.

You can certainly take out "that" in all expressions like "believe that ...", "say that ... ", "report that ....", "agree that ...", etc.
