"That said" and "Having said that"

Are the phrases like "That said" or "Having said that" considered as formal? Can I use them for academic literature? (Pls see below the example)

"This issue is too complex and I cannot examine all the dimensions. That said, the fundamental problem is...."

If "That said" is rather informal, what would be the better phrase?

Formal enough for academe, as is, I would think, 'that having been said' (the passive is always nice for academic dissertations). '

Formal enough for academe, as is, I would think, 'that having been said' (the passive is always nice for academic dissertations). The thing to watch: it is preferable that the unstated subject of your 'that said/etc' clause match the subject of the main clause:

'That said, I feel that...'
'Having said that, the committee went on to condemn...'
