what does " so to speak " mean ?? Frequently, I heard people on tv's use it and I have no clue what it means :/

I know what "so to speak" means, but I would like to know "why" people use that expression. I realize the question may not be answerable, so to speak, but I see no sense for its use. It seems like a waste of time and space. By "space" I mean in the sense that its a waste of paper. I know that may seem "picky," as it were, but it does take up space on the paper if one is writing narrative intended
