"site based" management?

Hello,

Please help me understand what's in read.

Theory Z emerges from the idea of involving people from all levels within the organization in both planning and decision-making. The principle here is that people achieve far more if they are involved in the process . In bussiness we hear of "Quality Circles" and in education there is an increasing movement toward "shared governance" and "site based" management .

Please paraphrase it so that I can translate the meaning.

"shared governance" = set of practices under which college faculty and staff participate in significant decisions about the operation of their institutions.

site based management = a way to structure school site/district relationships in a manner that places much more power, authority, and accountability in the school.
