I was reading an article in TIME, and came across this phrase.

The sentence in which the phrase is used goes like this: "Bush's hardest challenge will be selling a fix for the 12 million illegal immigrants already living in the U.S."

The article talks about how difficult it is going to be for the President Bush to realize the immigration reform during the rest of his presidency.
