"Sam and I" or "Me and Sam" for labelling photos
I'm labelling photos for an online photo album. Is it "Sam and I" or "Me and Sam"? I know it's suppose to be "Sam and I went to the store." but it's not suppose to be a complete sentence.

I don't know that photo captions need to follow strict grammar. I guess it depends on whether you think of the caption as This is a picture of Sam and me or Sam and I are the ones pictured here. " Now, if your caption has things like "Sam and me played miniature golf at this course" we'll come hunt you down and whack you with a large flounder..

I too have a photo album that my twin sister made for me titled "My Sister and Me". someone questioned that grammar. I say it is correct. Is it?

It sounds fine to me.
You can tell your friend it's a short version of "(Pictures of ) My Sister and Me".

Photo Album is a collection of good time and memories and so almost all captions are done in a “relaxed” style. Grammar, as GG had pointed out, is not so critical. If every picture carries a full sentence, it might as well be a story book. That said, if I went to the with Jennifer, I would print “ Jennifer and me at ” on a label.
