Hello I guess "restarted" is a typo. Isn't it "retarded"? If it is so, the sentence means you were not able to keep an appointment because a business conference lasted most of the day.

'to ******' is a verb that sounds very formal, in the example. Also, it means 'delayed', 'made late', rather than 'prevented'.

You'd normally say that something 'made you late' or 'held you up' or 'delayed you'.

'The word 'retarded' also, regrettably, has associations with mental illness, and this is another reason to avoid its use here.
